Net environmental benefit analysis (NEBA)
NEBA demonstrates the positive and negative impacts on natural resource services associated with a remedial action relative to the incremental changes in risk. In some cases, for example, a proposed remedial action or reuse alternative may destroy or significantly degrade the ecological landscape, yet achieve little or no reduction in ecological or human health risk. In simpler terms, a NEBA can be used to determine, for each alternative considered, whether the detrimental impacts of the remedy outweigh the benefits.
